Third evaluation report for the austrian broadband initiative BBA 2020 of the BMF

The granting of state-aid for broadband access networks defined by the notificated program BBA 2020 has been evaluated according to the rules of the European Commission, for all its phases and calls. The whole budget has been alllocated, but only a share of the projects could be finalized yet. Thus a final evaluation of all projects is still outstanding.

The granting of state-aid for broadband access networks defined by the notificated program BBA 2020 has been evaluated according to the rules of the European Commission, for all its phases and calls. The whole budget has been allocated, even a supplementary budget, but only a share of the projects could be closed yet. Thus a final evaluation of all projects is still outstanding.

The evaluation covers the valuation and granting procedures of the state aid calls, the distribution of the grants to the receiving operators  and the regions they are operating and the results of the reaization of the projects, as far as these could be finally closed until 10/2022 already. For this analysis the collected data have been restructured and harmonised before being treated in first econometric analysis steps, so far the data time rows have sufficient length already.

Special aspects of selected state aid projects in different federal states have been analysed and highlighted in case studies. Altogether have been 15 evaluations questions addressed. Recommendations have been drawn  based on the experiences and observations made in this BBA 2020 analysis directed to the already started new grant-program BBA 2030.
